S-Fone has Vietnamese German boss

VietNamNet Bridge – S-Fone mobile network has announced plans to appoint a new general director, who is expected to help the firm overcome a difficult period.

As of September 1, Nguyen Tien Thinh, a Vietnamese German, has replaced Ho Hong Son as S-Fone general director.

 

Thinh has worked for more than 15 years in the telecommunication industry. He was manager of many telecom groups like Bertelsmann, T-Mobile International, Qualcomm, Telkom Indonesia Group, and Indosat Group.

 

Thinh, 44, graduated from the Finance Administration Faculty of Bertelsmann Institute in Germany and holds a master’s degree of business strategy from the Rudolf Rempel University. He is fluent in four languages: English, German, French, and Bahasa (official language of Indonesia and Malaysia).

 

Having a new executive director is vital for S-Fone during this period. The firm did not disclose the salary of the new general director.

 

Viettel previously paid $20,000/month for a foreign chief engineer.

 

Former S-Fone general director Ho Hong Son was appointed the general director of Saigon Postel, the parent firm of S-Fone.

 

After seven years, S-Fone, the third largest mobile network in Vietnam, has nearly 8 million subscribers, but only 4 million are active. This is considered “snail’s pace” speed for the booming telecom market.

Vietnam has 25.8 million Internet users

VietNamNet Bridge - By August 2010, Vietnam had 3.2 million new phone users, while Internet users reached 25.8 million, an increase of 18.3 percent year on year.

According to the General Statistics Office, of 33.2 million new phone users for the past eight months, there are 780,000 fixed phone subscribers, a drop of 30.1 percent year on year and 32.5 million mobile users, up 17.6 percent.

 

By the end of August, Vietnam has a total of 158.8 million phone subscribers, including 142.4 million mobile and 16.4 million fixed phone subscribers. The number of mobile phone users is eight folds more than fixed phone subscribers.

 

The number of Internet subscribers also reached 3.5 million, up 30.1 percent year on year. The number of Internet users is estimated at 25.8 million, growing by 18.3 percent.

Viettel reduces roaming costs

VietNamNet Bridge – Viettel’s subscribers who use Unitel in Laos and Metfone in Cambodia will be offered a 60 per cent discount to US$0.10 per minute when using roaming services, in an effort to improve the preferential roaming charge policy in Viet Nam, Laos and Cambodia.

With this promotion, Viettel’s roaming subscribers in Laos and Cambodia will save 70 per cent compared to using roaming services of other network providers.

The roaming service allows Viettel’s subscribers to use their own mobile phone number with services such as SMS, GPRS, EDGE and EG Data in foreign countries. After nine months of operation, Viettel’s subscribers have so far roamed to 305 mobile networks of 118 countries and territories worldwide.

In addition to phone and SMS service, Viettel’s roaming subscribers can use GPRS to 160 networks of 83 countries and 3G service to 87 networks of 59 countries. Roaming users also receive incoming SMS free of charge.

Viettel is Viet Nam’s only service provider to allow prepaid roaming subscribers to make phone calls and send SMS and vice versa to 33 networks of 29 countries and territories.

Director of Viettel Telecom Hoang Son said that Viettel’s plans to expand this services to Haiti, Myanmar, Mozambique and other African countries would help its clients enjoy more benefits.

Is Vietnam’s 3G too cheap or too expensive?

VietNamNet Bridge – 3G services have been supplied by Vietnam’s three largest telecom networks for nearly one year, but they don’t meet user expectations.

In the 15-year history of the telecommunication industry, the launching of 3G services is seen as a breakthrough that rubbed out the problems of data transmission speed and distance.  3G services are billed as a launching pad for the development of the telecommunication market or the digital content market for mobile devices.

 

The presence of 3G services in Vietnam also proves that local telecom firms are catching up with the world technology. However, since 3G services were offered in Vietnam, there’s been debate about the quality and effects of these services, and also the charges.

 

Experts say that with the average revenue per user (ARPU) of less than $5 a month, it is difficult to popularize 3G services in Vietnam. However, service providers have lowered the charges in order to bring these services to a mass market.

 

At the beginning, the charges of 3G-based data services in Vietnam were quite cheap. All three service providers – Viettel, VinaPhone and MobiFone – designed service packages without capacity restriction with a fixed monthly charges of around 250,000 dong ($12.50).

 

Recently, they have adjusted the offer. Unlimited capacity is gone, replaced by a 3 gigabite limit, and fixed charges were dropped to about 200,000 dong ($10) per month.

 

The sudden increase of telecom charges in Vietnam is an abnormal move. However, Vietnam’s 3G charges are still low compared to other countries. For example, Singaporean 3G users pay SG$20 (around 300,000 dong) to use 1GB data a month.

 

Though 3G charges in Vietnam are relatively inexpensive, customers have complaints. Many were upset when they were socked with big bills after the 3G providers cancelled their unlimited service packages. They say the cancellation was not properly announced.

 

Behind this story is a problem of the telecom market. As telecom networks have slashed mobile phone charges massively, users have come to expect telecom charges will go ever downward. When service providers adjust telecom charges to a profitable level, users complain that the services are expensive.

 

3G services are not for all users. In developed countries, most 3G service users are those who have to move about very often. In Vietnam, this service is used in a different way: customers download movies or music, or use 3G to replace wireless broadband Internet. As a result, service providers have backed away from unlimited capacity packages.

 

If telecom service providers were to continue to slash charges, Vietnam’s ARPU would approach to the world’s lowest level while users continued to demand the latest mobile technology.

 

In short, there’s good reason to seek better balance in the market. Charges for telecom services in Vietnam are now very low and if this trend continues, users too will suffer when service providers don’t have money to re-invest in their networks. Predictably, service quality will deteriorate.



Deputy Minister: China is example for controlling online gaming

VietNamNet Bridge – China should be a good example for Vietnam to learn from in managing online games, said Deputy Minister of Information and Communications Do Quy Doan in an online talk with VietNamNet’s readers.

According to Doan, Internet and online games are new to Vietnam so Vietnam should learn from other countries, especially China, which has the most developed online game industry in the Asia-Pacific.

 

Doan said that online gamers are strictly controlled in China through electronic ID. “Two years after China began using electronic ID, the adverse impact of online games has been controlled remarkably,” Doan claimed.

 

Doan emphasized that Vietnam should have its own ideas to fit the country’s situation.

 

“We should not copy exactly what China does to manage online games. We need to select suitable things to apply in Vietnam,” he added.

 

Le Hong Minh, Chair of the Association of Vietnam Game and Digital Content Providers, noted thatVietnam needs to learn from many developed countries besides China. He also asserted that local game distributors should find ways to develop both business and useful games for society.

 

Dr. Trinh Hoa Binh, a member of the National Council for Game Assessment, commented thatVietnam needs to apply scientific and intelligent measures to control online games while building a long-term strategy for online gaming.

 

Doan noted that the Ministry of Information and Communications had worked out five groups of solutions to control online games.

 

“At this moment, we have to use temporary solutions while waiting for long-term solutions. We have to issue a new document to replace Circular 60 to control online games, encourage the production of Vietnamese games and raise the public’s awareness of online games. In the long run, we will design the Law on Information Security on Internet.”

 

According to Doan, the MoIC will combine with the Ministry of Public Security to check information in order to make premise for controlling gamers by electronic ID.



Viettel and VinaPhone may distribute iPad in Vietnam

VietNamNet Bridge – These two firms are considering selling the iPad in Vietnam after launching the iPhone 4 this September.

According to a source from Viettel, the company is surveying the market to decide whether it should distribute the iPad in Vietnam, with service packages included.

 

An official from VinaPhone said that Apple’s policies are consistent with creating competition among distributors. It means that if Viettel becomes the distributor of the iPad, VinaPhone will too. The prices, advertising policies, and launching time will be similar.

 

The official said VinaPhone is ready to import the first iPhones. It has designed prices and fees already. These phones may reach Vietnamese customers by the end of September.

 

Earlier, VinaPhone and Viettel bought an additional or 4000 iPhone 3GS.
